The tranditional ASN.1 complier has such defects as bulky occupation,operating inefficiency and upgrading difficulty.The thesis adopts an encoding-decoding system based on object-oriented C++by means of a more effective method to mark the content and the type characteristic of the substation communication,which can improve its operating efficiency and require relatively smaller occupation.
