In the traditional political participation,there are some defects such as many inequalities in the political participator,limited fields,poor awareness and inefficiency.Electronic government will play an important role in the political participation,and promote political participation opening up,honesty and uprightness,efficiency,equalization and legalization.In order to realize the functions of electronic government,we should be armed with such conditions as quickening development of economy,constructing electronic government;cultivating political culture,building up the consciousness of political participation;ensuring opening up of information,eliminating "digital gap";quickening lawmaking of information,and paying attention to self-discipline of morality.
