    在阐述新农村经济、交通运输与农村生态环境耦合发展机理的基础之上,引入耦合协调评价模型,通过构建相关评价指标体系,对云南省2007~2016年新农村经济-交通运输-农村生态环境耦合协调发展状况进行实证分析。研究结果表明:分析期内三大系统的综合发展水平总体处于逐年提升趋势,但农村生态环境的综合评价指数波动较大,且呈现出“先波动上升后降再升”态势;近年来三者之间的耦合协调度呈稳步上升趋势,整体上实现了由轻度失调逐步向初级协调发展的改善性变化,但耦合协调关系处于颉颃状态,协调等级仍处于较低水平,农村生态环境系统的发展滞后成为制约三者耦合协调水平提升的障碍性因素。根据所做分析和研究结论,文章提出了若干政策建议。

    Abstract:

    Based on the interaction mechanism of harmonious development among new rural economy, transportation and rural ecological environment, the paper established coupling coordinative degree index system and made an empirical analysis on the coupling harmonious development of new rural economy - transportation - rural ecological environment of Yunnan province during the years between 2007 and 2016 by using coupling harmonious degree model. The result found that the comprehensive development level of these three systems was in a steady rise trend, while the rural ecological environment comprehensive evaluation index was volatile and experienced the undulation of rising first, and then falling and rising again. In recent years, the degree of coupling coordination shows a steady upward trend. As a whole, the three systems realized the change of improvement from slight imbalance recession to primary coupling coordination, but the coupling coordination relation of new rural economy - transportation - rural ecological environment was in a state of rivalry, and coupling coordination level was still relatively low. The development of rural ecological environment system lagged behind, becoming the obstacle factor that restricted the improvement of the level of coupling coordination among the three systems. According to the research results, the article proposed the corresponding conclusion and suggestion.
