Journal of Higher Education Institutions is an academic theoretical publication sponsored by higher education institutions, primarily reflecting the scientific research and teaching achievements of the host institution. It serves as an important platform for academic exchanges both domestically and internationally. The main responsibilities of the journal editorial office are to implement national policies and regulations related to journal publishing, fulfill the journal’s aims, adhere to the system of three rounds of review and four rounds of proofreading, and complete the processes of manuscript solicitation, review, editing, and publication according to standards and procedures. The office must strictly control the journal’s political orientation, academic quality, language accuracy, and publication and printing quality, ensuring timely issue release.
In accordance with the Interim Regulations on Journal Management by the National Press and Publication Administration, the Quality Management Standards for Social Science Journals (Trial), the Administrative Measures for Journals of Higher Education Institutions (Ministry of Education), the former State Science and Technology Commission’s Measures for Scientific and Technical Journal Management, and combined with common practices of university journals in China, the specific duties for each position are formulated as follows:
