Journal of Higher Education Institutions is an academic theoretical publication sponsored by higher education institutions, primarily reflecting the scientific research and teaching achievements of the host institution. It serves as an important platform for academic exchanges both domestically and internationally. The main responsibilities of the journal editorial office are to implement national policies and regulations related to journal publishing, fulfill the journal’s aims, adhere to the system of three rounds of review and four rounds of proofreading, and complete the processes of manuscript solicitation, review, editing, and publication according to standards and procedures. The office must strictly control the journal’s political orientation, academic quality, language accuracy, and publication and printing quality, ensuring timely issue release.

In accordance with the Interim Regulations on Journal Management by the National Press and Publication Administration, the Quality Management Standards for Social Science Journals (Trial), the Administrative Measures for Journals of Higher Education Institutions (Ministry of Education), the former State Science and Technology Commission’s Measures for Scientific and Technical Journal Management, and combined with common practices of university journals in China, the specific duties for each position are formulated as follows:

I. Editor-in-Chief Responsibilities

The Editorial Office of Journal of East China Jiaotong University adopts the system of responsibility under the Editor-in-Chief, who is fully responsible for the administrative, editorial, and publishing work of the office. Specific duties include:

1. Study carefully and strictly implement national laws and policies on editing, publishing, journal management, intellectual property, and confidentiality. Ensure control over the journal’s political stance, academic quality, language, and publishing/printing quality.
2. Implement the directives of higher authorities and organize the completion of various tasks assigned by the university.
3. Lead in formulating long-term development plans, annual work plans, work summaries, and training plans for editorial staff.
4. Manage daily operations of the editorial office and organize political and professional training and discussion activities for editorial staff.
5. Responsible for manuscript solicitation, review, and final approval, as well as acting as the responsible editor for certain disciplines.
6. Manage and supervise the editorial office’s finances, approve expenditures, financial reporting, and payment of review fees.

II. Managing Editor Duties

1. Study carefully and strictly implement national laws and policies on editing, publishing, journal management, intellectual property, and confidentiality. Master journal layout standards, research editing skills, improve political awareness and professional competence, and strengthen language skills.
2. Serve as a managing editor by discipline. Oversee topic selection (section setup), manuscript solicitation, preliminary review, sending manuscripts for expert re-review, and editing and revising manuscripts. Handle tasks promptly, select manuscripts rigorously, and polish them meticulously to meet journal layout standards, keeping error rates within national requirements.
3. Handle correspondence and calls from readers and authors, and collect feedback related to manuscripts under their responsibility.
4. Complete assigned editorial duties and assist colleagues as needed.
5. Engage in professional and editorial training, conduct scientific research, actively write academic papers of certain quality, and continuously improve expertise and editorial ability.

III. Executive Editor Duties (Concurrent with Managing Editor)

1. Collect finalized manuscripts and disks for the current issue and review them according to the layout standards. For manuscripts with omissions or nonconformities, coordinate with responsible editors for supplementary processing.
2. Estimate the number of manuscript pages and word counts for the current issue; prepare the Chinese table of contents (sections and article order); provide requirements for figures, fonts, and layout arrangements for printing and typesetting reference.
3. Approve page numbering, continuation, and layout adjustments of the responsible editor’s proofreading manuscripts.
4. Responsible for proofreading the final galley proofs of the current issue, thoroughly check for errors, make corrections, and keep records. Issues needing responsible editor input should be discussed and resolved with them. Major tasks include:
   1. Verifying correctness of front cover content (volume, issue number, date, etc.); consistency of Chinese and English tables of contents (or annual indexes) in text and page numbers.
   2. Ensuring consistent page numbering; correctness of illustrations, photos, tables regarding size, placement, cropping, fonts; uniformity of font styles and sizes; reasonableness of section heading numbers, fonts, and sizes.

IV. English Editor (One, externally hired)

1. Edit and proofread the English parts of manuscripts.
2. Proofread the journal’s English contents.

V. Editorial Affairs (Concurrent with Business Editor)

1. Responsible for registration and routine processing of all submissions; preliminary inspection of manuscript layout standards and distribution of submission format materials.
2. Manage proofreading drafts and coordination, handover, registration, and distribution with printing and typesetting departments; monitor and register proofreading progress of responsible editors and executive editors.
3. Send "Manuscript Processing Result Notices"; update manuscript processing result information online once a month.
4. Manage journal distribution, exchange, gifting, and delivery, completing within 20 days from publication date.
5. Submit materials such as special issues and annual reviews, and each issue’s table of contents.
6. Handle cover design and printing coordination.
7. Issue and register payment notifications.
8. After publication, copy electronic data from the printing factory and send to databases such as CNKI, Wanfang, Chaoxing, Weipu, etc., and archive copies.
