The review and editing process is established in order to improve the fairness of review, strive to keep impartiality, and ensure that the journal publishes more high-quality manuscripts.
Register
1. The editorial office should be responsible for the registration of submissions and the saving of manuscripts. Submissions must be properly registered and stored in electronic files.
2. The registration of submissions should accurately include the following items: date of submission, subject category, article title, author name, institute and postal code, professional title, educational background, contact address, phone number, and email address. Contributions of funded projects should be clearly indicated. A serial number shall be assigned to each manuscript.
3. Editors shall complete registration of manuscript within 3 days after receiving it, and send it to the chief editor and responsible editor for initial review. After reviewers are selected, the manuscript shall be sent (or mailed) out for review within 10 days.
Review
1. Three-round review system is adopted, namely initial review by responsible editors, expert peer review (double-blind), and editorial board final review.
1) Initial Review: Whether the content of the manuscript meets the scope for publication in this journal? Whether it meets the basic requirements for submission, including: theoretical and practical significance, standardization and standardization, writing requirements for charts and formulas (with a general word count of 3000-6000 words).
2) Peer Review: All submissions should be carefully reviewed by specialists from outside the university, but some submissions from outside the university can be reviewed by specialists from within the university. Detailed comments should be written according to the requirements of the journal review, and a "double anonymous review" approach should be implemented. Manuscripts with controversies or ambiguous comments will be submitted for other reviewers.
3) Final Review: The final review is conducted by the editorial board members based on the peer review comments to determine whether the manuscript is accepted or not. The responsible editor shall contact the authors to make appropriate revisions if necessary.
2. The reviewer shall investigate the academic viewpoints, technological and academic achievements, social and economic benefits, as well as the authenticity of the materials, the innovation of the judgments, and the rigor of the arguments of the manuscript, sign on their comments, and indicate that the manuscript shall be accepted, rejected, or subject to revision before publication.
3. The journal shall collectively discuss the selection of special or controversial manuscripts during editorial meetings, and the final decision shall be made by the chief editor. The editorial office shall not disclose relevant information.
Acceptance
The responsible editor shall, within 3 months after receiving the manuscript, decide whether to accept it based on the review results, and notify the authors of the decision.
For the achievements of national, provincial, and municipal research projects, priority shall be given for publishing.
Editing
The accepted manuscript will be carefully edited and processed by the responsible editor, ensuring the article is with clear viewpoints, sufficient reasoning, rigorous structure, concise writing, accurate citations, and standardized formatting. The Chinese and English abstracts, keywords, annotations, and references shall comply with relevant national standards and unified requirements formulated by the journal. The executive editor is responsible for the layout and the English contents table.
Proofreading
The first proofreading is done by the authors and the responsible editor. The responsible editor is responsible for the second and the third proofreading. Professional personnel are responsible for the English part. The executive editor is responsible for the fourth proofreading.
Filing
For accepted article, the original manuscript, review comment of the final published version shall be handed in to the filing office of the university. For unaccepted articles, the original manuscript and review comment will be kept by the journal for 2 years, and then be destroyed afterwards.
